OVERSEAS REGULATORY ANNOUNCEMENT

APPROVAL OBTAINED ON

HUNAN YONGZHOU XIANGQI HYDROPOWER STATION PROJECT

This announcement is issued pursuant to Rules 13.09(1) and (2) of the Rules Governing the Listing of Securities on The Stock Exchange of Hong Kong Limited (the “Listing Rules”).

Huaneng Power International, Inc. (the “Company”) announced that its Hunan Yongzhou Xiangqi Hydropower Station Project has recently been approved by the Development and Reform Commission of the Hunan Province.

The Company is the project legal person of the Hunan Yongzhou Xiangqi Hydropower Station Project. The planned installed capacity to be constructed will be 80 MW, consisting of four hydraulic generators each with 20 MW.

The total investment amount of the project is estimated to be approximately RMB890 million, of which 30% is equity capital to be funded by internal funds of the Company. The remaining investment will be funded by bank loans.

The project does not constitute any transaction under Chapter 14 and 14A of the Listing Rules.
