New Text-Based Messaging Service to Support Outreach and Eligibility Screening
PRLog - Mar. 20, 2014 - SACRAMENTO, Calif. -- Sacramento Covered, a nonprofit coordinating health coverage outreach and enrollment in Sacramento, El Dorado, Placer, Sutter and Yuba counties, today announced a collaboration with San Mateo, Calif.-based HealthCrowd to launch a new interactive text messaging program providing Sacramento-area individuals and families the ability to determine health coverage eligibility status.

Part of a new eight-month pilot project underwritten by HealthCrowd, the mobile platform will couple the efficiency and popularity of texting with consumer engagement techniques to motivate new and existing Sacramento clients to action. An estimated 1,000 pregnant women, children and parents of young children are expected to utilize the two-way text messaging service by November 2014.

“It’s imperative that individuals and families in the Sacramento region have the information they need to enroll in the health coverage and health assistance programs that best fit their needs,” said Kelly Bennett-Wofford, executive director of Sacramento Covered. “The HealthCrowd platform gives Sacramento Covered the ability to send targeted messages about the health program that's best for them in a personal, nonintrusive manner they prefer.”

Sacramento-area residents now may initiate their own conversation by texting “Health” or “Salud” to (916) 999-1125 to trigger a series of automated questions in English or Spanish, respectively. With each answer dictating the next question, it takes only minutes to understand eligibility and connect to Sacramento Covered to begin the enrollment process.

With text messaging as the fastest growing communications channel today, 80 percent of Medicaid beneficiaries send or receive them, making the HealthCrowd campaign the ideal medium to reach Sacramento-area residents.

“We applaud Sacramento Covered's aggressiveness and desire to outperform on their mandate,” says Neng Bing Doh, CEO of HealthCrowd. “This joint initiative also addresses the very important issue of under-enrollment amongst the Latino population. HealthCrowd's deep experience delivering enterprise mobile messaging solutions to Medicaid health plans allowed us to execute on this in just days, from conception to launch.”

With five to 10 times higher consumer activation at a tenth of the cost of traditional communication methods, such as email, phone and websites, Sacramento Covered expects to be able to reach more people for less cost.

“If the pilot project proves successful, Sacramento Covered will evaluate how we can more permanently infuse this medium into our operations to reach the greatest number of individuals in the Sacramento region,” continued Bennett-Wofford.

Last year, HealthCrowd powered a similar program for the Greater New Orleans Health Connection. The HealthCrowd platform has and continues to demonstrate promising results for Medicaid, Children’s Health Insurance Program (CHIP), Supplemental Nutrition Assistance Program (SNP) and Temporary Assistance for Needy Families (TANF) populations across the country.

For more information about the text message campaign, residents should contact Sacramento Covered at (866) 850-4321 or text (916) 999-1125.
