Alaska Airlines expects Paine Field flyers will connect to other cities mostly through Portland

Almost a quarter of Alaska Airlines customers, especially from Snohomish County and north Seattle, have told the airline they would prefer departures from Paine Field in Everett over Sea-Tac Airport, just to avoid daily highway traffic snarls
