Governor urges work from home as 12-18 inches of snow predicted for Boston

The second nor'easter to hit Massachusetts in a week is expected to generate "blizzard-like" conditions, as Gov. Charlie Baker on Monday decided to close state government on Tuesday and urged private employers to let people work from home.
