Rays' deal to buy the Rowdies is a 'unusual but prudent business move'

The deal could lead Tampa residents, who may vote on public funding for the Ybor stadium at some point, to question whatever the Rays' investment in the proposed Ybor stadium may be — if there's money to buy the Rowdies, why isn't there more money for a Tampa stadium?
