Massachusetts to move to Phase 4 of reopening plan for first time

Massachusetts Gov. Charlie Baker plans to announce later on Thursday that the state will return to the second step of Phase 3 of the reopening plan on Monday, and the first step of Phase 4 on March 22, according to those familiar with the plans. That includes allowing fans on Opening Day at Fenway Park.
