Russian President Putin cites ‘certain positive developments,’ in negotations with Ukraine

Russian President Vladimir Putin said in discussions with his Belarusian counterpart that he was seeing some "positive developments," in talks with Ukraine. Yet the bombing continued in Ukraine on Friday.
