LA homeless director resigns over pay dispute as tens of thousands on streets: 'We have designed the crisis'

Heidi Marston, executive director of the Los Angeles Homeless Services Authority (LAHSA), resigned Monday amid a dispute about pay for the agency’s lowest compensated employees. Her resignation comes while as many as 83,000 homeless people are living on the streets of Los Angeles County.
