Octane Holding Group Ltd, a provider of oil, fuel and environmental services in the UK, has launched a Site Audit & Risk Assessment service designed to help companies protect the environment and avoid large fines handed out by regulators for fuel leaks.

The Environment Agency (EA) commonly prosecutes businesses for fuel leaks and fuel fires in the UK. Punishments can include out heavy fines or in some cases prison sentences. The SARA service has been designed to help businesses keep up-to-date with the latest regulations, ensure all fuel storage systems are in good condition, and help avoid damage to the environment.

Octane created the SARA service to include 38 separate checkpoints, in order to provide a comprehensive report on the potential risks presented by fuel storage.

SARA inspections are carried out by an Octane certified engineer and include items such as checking the refuelling station, ensuring tanks are in good condition and that tank bunds and drains are clear of debris.

SARA inspections also look for weaknesses in fuel security, and how these impact on the risk of fires and leaks. The inspection also considers the different risk profiles of fuel storage and fuel dispensing stations.

Any risks highlighted by the SARA report can be managed or reduced by working with a company which has accreditations such as OFTEC (the Oil Firing Technical Association) or ISO 9001.

With the battle for fuel storage compliance often fought on paper – it is important that all businesses storing fuel on site make sure certifications are up to date, as being caught with out of date or incomplete papers can carry heavy penalties. The SARA inspection, and subsequent report can help achieve that aim.

To ensure that onsite fuel pumps are operating correctly, pump calibration is a recommended step that can be carried out alongside a SARA inspection. This will assist in accurate stock reconciliations and potentially reduce unaccounted for losses.
